In section 1983 cases, the suits name the State <i>officials</i> -- the Governor, the Attorney General, <i>etc.</i> -- who, acting "under color of [State] law", allegedly are depriving the plaintiffs of their federal civil rights. Meanwhile, in the thread on this topic at StandFirm, a commenter provided a link to the appeal filed by Imperial County from Judge Walker's orders.
